Devin attended Marina high school in Huntington Beach where he played four years of basketball and graduated from Long Beach State with a degree in Journalism. During his time at Long Beach State, Ugland served as the men’s basketball beat writer and sports editor for the award-winning Daily 49er student newspaper.

Ugland jumped into the newspaper industry out of college, landing a job covering high school and college sports with the Orange County Register where he covered a wide variety of boys and girls sports at the high school level. Devin has also worked for some other major print media publications, including the Los Angeles Times, USA TODAY, Long Beach Press-Telegram, Lindy's College Basketball Magazine, among many more. He has also hosted and appeared on various podcasts and radio shows. Devin also serves as an assistant coach and recruiting coordinator for the men's basketball program at Fullerton College.

When he’s not in the gym scouting for the next diamond in the rough, Devin spends his time with his wife, Chelsea, and two dogs, Newman and Elaine (yes, from Seinfeld). Any other free time Ugland has - which is not much - is spent on the golf course where double bogeys are often recorded on the scorecard.

Devin started his high school scouting service, Hoops By Ugland, in 2015. In the six years Devin has been running his service, he has seen hundreds of Division I subscribers and helped hundreds of prospects reach their goals of playing college basketball.

Ugland is known for his sharp eye for basketball talent and specializes in uncovering and showcasing under-the-radar prospects. He has developed a well-respected reputation within the college basketball community with his hard-working mentality, detailed, organized and accurate scouting reports and willingness to spend countless hours in the gym evaluating players.

Hoops By Ugland has evolved from a scouting service for college coaches to an exposure platform for prospects of all skill levels. The Skills Summit is regarded as a top development camp in the region and the Fall High School Showcase is lauded for its organization and competition by programs that have attended.
